What the amendment actually does
The White House Fact Sheet published Monday spells out the structure. Section 232 covers steel and aluminum at 25%. The amendment cuts derivative products to 15% across agricultural machinery, residential HVAC, and a list of mobile industrial equipment (bulldozers, forklifts) from trade-deal countries. The rate drops to 10% when at least 85% of the steel content is melted and poured in the United States. Two new categories appear at 25%: steel racks and aluminum lithographic plates. Effective 12:01 AM ET Sunday June 8.
The 85% number is the news. Previous content rules have lived inside trade agreements: the 75% USMCA regional value content floor, the 70% North American steel-and-aluminum minimum, the $16-per-hour labor value content threshold. The June 8 amendment puts a US-specific number on a US-specific rate inside an executive order. The Detroit News framing put it plainly: this is the first Section 232 of the term to selectively reduce auto-adjacent input tariffs.
Two parallel content rules, one number
The same idea is on the USMCA table. The USTR Press Office readout confirmed Friday May 29 in Mexico City that two of three confirmed rounds (Washington DC June 16-17, Mexico City week of July 20) are on the calendar. The US ask: a US-specific minimum auto-content threshold above the current 75% North American floor, plus a steel “melted and poured” requirement for preferential USMCA treatment.
Two business days after Round 1 closed, the same content idea showed up inside a Section 232 amendment with a different number attached and an executive signature on it. The cleanest read is that the executive branch is operationalizing the auto-content idea on the steel input rate while the trade team negotiates a US-specific minimum on the vehicle-content rate. Two parallel rules. One steel, one vehicle. Both pointed at the same number.
Canada is not in the room. The USTR readout names Mexico as the bilateral counterparty with Minister of Economy Marcelo Ebrard opposite Deputy USTR Goettman, accompanied by 60 US business representatives and bipartisan House Ways and Means members. The Canadian seat is empty across all three confirmed rounds. The first formal operational bifurcation of USMCA into two bilateral negotiations is now eight days old, and the Section 232 amendment confirms the direction with a parallel rule.
Who gets the 10% rate
Auto-adjacent equipment inside the 2026 US auto sales tape is the immediate beneficiary. The 15% rate on derivative steel and aluminum products cuts input cost on agricultural machinery, residential HVAC, and mobile industrial equipment by 10 percentage points off the previous 25% floor. The 85% melted-and-poured trigger drops the rate further to 10% for products meeting the threshold. Construction and warehouse supply chains that already buy domestic-cleared steel reset their cost basis Sunday.
The two new 25% categories cut the other direction. Steel racks touch retail and warehouse infrastructure. Aluminum lithographic plates hit the commercial print industry. Neither is the auto value chain. Both signal that the amendment is a selective revision, not a broad de-escalation. Some products go down, some go up, and the through-line is the 85% content rule.
The threshold gives federal procurement a tariff hook. Contractors running steel-content disclosures under the Buy American Act or the Build America Buy America provisions of the IIJA already track domestic content. The 85% number is now a tariff reality, not just a procurement directive. Tier 1 suppliers selling derivative products into auto-adjacent end markets will begin documenting US-melted-and-poured percentages at the line-item level for the June 8 cutover.
Sunday is the operational deadline. Whether the parallel USMCA auto-content number lands at 80%, 85%, or higher will be the next data point. The 2026 US auto sales calendar arrives at the June 16 Washington round with the steel-side answer already booked. The vehicle-side answer is what the auto industry team finds out next week.
