September 11 was the deadline Unifor set for itself on September 1, and it passed without a tentative agreement. The union’s statement says its Master Bargaining Committee paused talks in Toronto after 10 days, and that Stellantis “has offered only conditional agreement with the economic pattern settlement tied to the closing of Brampton.” That sentence is the news. The wage terms Ford and General Motors have already signed are available to Stellantis workers, provided the union agrees to lose a plant.
Pattern bargaining exists to settle the economics first so that product and investment can be argued on their own. Ford set the Canadian pattern in July and GM matched it in August, each alongside named product commitments, and GCBC covered the GM settlement arriving in the same hours the tariff wall went back up. Stellantis has reversed the order. The pattern is the thing being withheld, and the plant is the price of releasing it.
2,200 Local 1285 members have been on layoff since Brampton was idled in December 2023 to retool for the Jeep Compass. Stellantis paused that retooling in February 2025, moved Compass production to the United States in October 2025, and on August 12 told the union it intended to open discussions with another firm about selling the site. Unifor’s position is that the collective agreement requires a year’s notice of any closure or sale, and that no formal notice has been given.
Roshel is the other firm. Stellantis Canada’s chief executive said in a statement on September 11 that the company had considered multiple options and that Roshel “represents a strong path to restoring sustainable operations at Brampton Assembly.” A memorandum of understanding is not a sale. It records that two parties intend to negotiate one. Roshel has said it could reactivate the plant if it wins a Canadian light utility vehicle contract worth up to C$4.9 billion, according to CBC, and that contract has not been awarded. Two contingencies sit between the building and a new owner.
Windsor Assembly and the Etobicoke casting plant are the second and third items on Unifor’s list, and the union says Stellantis has yet to confirm forecast plans for either. Brampton built the Charger, Challenger and 300 until December 2023. The current Charger is built at Windsor alongside the Pacifica, which is why a forecast for Windsor is the second thing the union is waiting on.
September 20 at 11:59pm is when the agreement expires, and Unifor has said it will provide further details in the days ahead. The sale is a fact about the future, and it can fail. The impasse, the condition attached to the pattern and the expiry date are facts about the present. Whatever lands before Sunday will have to answer the question the impasse put on the record, which is whether the Detroit Three pattern in Canada can be bought with a closure.
