EU’s EV Tariffs Hit European Buyers While Chinese Manufacturers Build Inside the Walls

One year after Brussels imposed up to 45% tariffs on Chinese battery EVs, plug-in hybrid sales surge 892% as manufacturers exploit the loophole and construct local factories

TLDR: The EU’s tariffs on Chinese electric vehicles—implemented in October 2024 to protect European manufacturers—are achieving the opposite of their intended effect. Chinese brands responded by flooding Europe with plug-in hybrids, which surged 892% in early 2025 and aren’t covered by the tariffs. Meanwhile, BYD is building a 300,000-unit factory in Hungary that will completely bypass import duties. Chinese brands held 8% of the EU battery EV market in 2023, up from below 1% in 2019—and tariffs haven’t slowed that acceleration. The result: European consumers face higher EV prices while Chinese manufacturers adapt faster than Brussels can regulate.

When the European Commission approved tariffs on Chinese battery electric vehicles last October, the stated goal was straightforward: level the playing field for European manufacturers struggling against subsidized Chinese competition. One year later, Chinese automotive technology continues flooding into Europe—just wearing different badges, carrying different powertrains, and increasingly built on European soil.
