Tesla Just Made China Its Tenth FSD Market. The Stock Moved 1%.

TLDR: Tesla officially launched Full Self-Driving (Supervised) in China on Thursday May 21. China becomes Tesla’s tenth FSD market. The limited-deployment phase began in late 2025 on a city-by-city basis. Full vehicle-wide eligibility is targeted for Q3 2026. TSLA opened up about 1% premarket on the news. The competitive set Tesla now ships into has done most of the discounting on what FSD-China was supposed to unlock.

The Trump-Xi summit closed on Friday May 15 without an FSD-China concession in any joint statement. Tesla launched FSD in China on Thursday May 21. Six trading days, and the regulatory pathway that had not produced a public concession at the summit produced an operational launch.

The mechanics, confirmed in CNBC’s launch coverage, put China as Tesla’s tenth FSD market. The limited-deployment phase began in late 2025 on a city-by-city basis. Full vehicle-wide eligibility is targeted for Q3 2026, which puts the second phase into the same window as Tesla’s August 8 Cybercab event. Yahoo Finance picked up Wedbush analyst Dan Ives’s commentary tying the launch to broader Musk delegation alignment.

The premarket move was small. TSLA opened up about 1% on the combined FSD-China headline. Ford had opened up 6% the previous Tuesday on its Salzburg European-strategy reveal and the Q1 Ford Pro subscription disclosure. One sixth of Ford’s reaction, on a launch that genuinely opens Tesla’s biggest non-US passenger-vehicle market to the company’s most defended product line, is the part that needs explanation.

The explanation is the competitive set Tesla now ships into. Xiaomi’s YU7 Standard refresh debuted the same Thursday at a price point that takes Model Y volume directly. Xpeng’s GX flagship booked 24,863 firm orders in 12 hours on May 20. Nio reported Q1 deliveries up 98% year-over-year. BYD launched the Denza N9 Flash Charging Edition Monday with a 9-minute 97% recharge. The Chinese OEM product offensive across the past four weeks has done most of the discounting on the China-market upside FSD was supposed to unlock.

Tesla’s bet at Q3 vehicle-wide eligibility is that FSD as a feature carries the gap between Model Y pricing and the Chinese OEM cost-and-performance ceiling. If FSD does the work, China share stabilizes through the second half. If it doesn’t, the August 8 Cybercab event has to do more.

The CPCA full-month May print arrives in early June. That’ll be the first post-launch Tesla China share read.
